PACCA's 2008 Wage and Benefit Survey (6/12/08)
On February 9, 2008 the Pennsylvania Child Care Association (PACCA) conducted a survey to study the current level of wages and benefits for child care teaching staff in Pennsylvania. The study also compared the wage and benefit levels to those from a previous study done in 2005. Approximately 3,700 invitations were sent to child care centers throughout the state to participate in an online survey. A total of 422 responses from 59 counties throughout Pennsylvania were received. The survey has a sampling error of 4.5 percent at the 95 percent confidence level. Highlights of the study follow.

Survey highlights:
- The survey indicates that the legally required minimum wage increase had more of a positive financial impact for aides and assistant group supervisors. The 2005 PACCA wage survey indicated these positions were paid below the new mandated minimum wage rate.
- Of those who responded, most (77%) were not accredited; however 95% of respondents were enrolled in Keystone STARS.
- The survey shows that 35% of the respondents have no employer funded health coverage; 53% of those with employer funded coverage pay a contribution.
- 58% of Directors have a BA degree – 22% of them in ECE.
- Nearly 38% of the programs had to reduce enrollment due to turnover and the inability to fill vacant teaching staff positions.

PACCA’s 2005 Child Care Provider Wage Survey
The Pennsylvania Child Care Association conducted a survey of child care centers to benchmark wages and benefits across Pennsylvania. Almost 500 licensed Child Care Centers from 54 counties throughout Pennsylvania completed the survey and gave us a great deal of statistical data that will be used to advocate on your behalf in the future.
Some survey highlights:
- Of those who responded, most (82%) were NOT accredited; however 87% were enrolled in Keystone STARS.
- The survey shows that 33% of the respondents have no employer funded health coverage; and another 28% of those for whom it is available for the employee, there is no coverage for their dependants.
- Nearly 1/3 of the programs had to reduce enrollment due to turnover and the inability to fill vacant classroom positions.
- 60% of Group Supervisors in the responding programs have a BA or other advanced degree – 35% of them are degreed in ECE.
